November 2, 1998

Those in attendance were Willa Henry, Quentin Rupe, Karen Wildman, Larry Christner, Jim LeMasters, and Peggy Lesley.

Willa opened the meeting with the subject of Southtown Park. There was a complaint filed by the postal service that the hills of dirt and rock needed to be removed from the back sided of the mailboxes. Jim was not aware that the mail carriers filled the mailboxes from the backside. The front side has cement poured so that the people can get their mail without getting in the mud and Jim thought that it would also help out the mail carrier. Jim said that the problem will be taken care of by this weekend.

Willa said that she spoke to Mr. Bibler and that the name of the park will be "Bibler Memorial Southtown Park Shores." Mr. Bibler said that he was pleased with the improvements that have been done to the lot so far. The board decided that there would be a dedication of the park planned for this spring.

Jim reported that Mr. Crawford has pulled away from the building of the pavilion at this time until he gets his claimed turned in and receives the money. He will wait and have the seeding of the ground done this spring. Jim will set that up with Mr. Crawford so that it can get done as soon as possible in the spring.

 The cottages were next on the agenda. Jim said that Lisa has had the cottages advertised for at least a month. They have been shown several times, but this is not a good time to try to rent.

Trash barrels were brought to Jim’s attention. Jim said that all the trash barrels are not left out in the winter because they don’t get emptied since we don’t have anyone working in the winter. Several of the barrels are left out along the parking lot and a few in the grass area. The barrels have never had lids, and even if they did have lids, it would not solve the bee problem. Jim said that he saw one barrel in the dumpster on Saturday and he thought that the guys might have put it in there because it smelled so bad and was such a mess. Jim will check the dumpster on his was home to see if other barrels might have gotten thrown in because of Halloween. Winona Corp. has always donated the barrels and we do not purchase them.

The Quonset Hut was talked about being used by Scott Nieveen for a dance for Lakeview. Jim told Scott that there was no heat, not much power, and was not well lit. Scott said that they would not need the whole building and could possibly hang something up to divide the building off from the canoes and kayaks. Scott was to call Jim and let him know if he wanted the building or not, and Scott never called Jim on this matter.

Jim brought up the fact that if there is any supplies that are needed for next year, we needed to be ordering them soon. Willa was going to check on the exact date that all claims needed to be turned in and then if the board needed to, they would call another meeting yet this month to sign those claims.

Willa made that either Jim a motion that either Jim or Peggy needed to sign the inside of the claims per the State Board of Accounts. The motion was made by Karen and seconded by Larry. All voted and passed the motion.

Jim brought up the fact of raises for Peggy and himself. He let the board know that he didn’t care about a raise for himself, but did think that Peggy deserved a raise. Peggy has made the same amount per hour since she hired on in 1996. Larry was to check into the amount of a raise and then when to start it with Retha.

Jim said that if it stays warm, he would have Jake paint the walk bridge yet this year.

The next meeting will be on Monday, December 7, 1998 at 7:00 p.m.


October 5, 1998

Others Present: Jim LeMasters, Park Director; Brent Wilcoxson, Town Council President

The meeting opened with a representative from the Northern Lakes Ice Skating association wanting to know if the Quonset hut would be available this winter for usage by the Association. Brent Wilcoxson informed the representative that plans were under way to renovate the hut with the actual work starting as soon as January. The Quonset hut will not be available for ice skating.

The next item of business was the appointment of a new president. Willa Henry was chosen to replace Chris Boyd, who had resigned earlier in the summer.

The Park Board voted to release the bond to Rookstool for the installation of the pier.

Jim LeMasters announced that Grace College would not be leasing the two cottages that previously had been held for them. Lisa LeMasters will run an ad in the local newspaper regarding the availability of the cottages for rental.

On October 24th (Saturday), a high school blitz will occur. Various groups and clubs in the high school will volunteer for community service. Jim LeMasters will seek their assistance in doing some raking in the park.

Brent Wilcoxson feels that the Park Board needs to consider soon to replace the sewer lines to the pavilion. He stated a rough estimate would be around $4,000. The Park board still needs to appoint another member from Southtown. Brent asked for suggestions.

Willa volunteered to talk to William Bibler about the official name for the new park in Southtown. The Park board suggested Bibler Memorial Southtown Park.

The meeting adjourned with the next meeting scheduled for Monday, November 2nd at 7:00 p.m.


September 1, 1998

Those in attendance were: Willa Henry, Quentin Rupe, Jim LeMasters, and Peggy Lesley.

Tim Kelty was present and had copies of the claim that was to be submitted on Southtown Park for reimbursement. June 1, 1999, is when the grant for Southtown is to be completed. Jim is to check to see how many tables and benches have been purchased for Southtown and give that figure to Tim. Tim was to call to have the pier inspected within the next two weeks. As soon as the pier is inspected, the park will remove the pier for the winter.

Jim informed the members present, that the town was again looking at the Quonset Hut to house the police and the town offices.

The board agreed to have Mr. Crawford go ahead with putting mulch down between the bushes and trees. He is also to pour the sidewalk and the cement slab for the pavilion.

Jim reported that the Dalton Picnic went well except for the pony ride that they put next to the tennis courts and the parking lot.

Jim notified the members that he has hired Jakim Wilson to start working after school as of today. Jim has not seen Brian or Josh lately and needs someone to continue working.

The next meeting will be Oct. 5, at 7:00 p.m.


 July 1998

Those in attendance were Chris Boyd, Willa Henry, Quentin Rupe, Jim LeMasters, & Peggy Lesley.

Jim showed the park members a 4’x6’x2" Dyna Cushion that he would like to purchase 6 of to put under the swings to keep the bark from being dug out when the kids swing. This is recycled tires which is to be used on playgrounds. Jim wants to see about getting the flowing well fixed which is over by the tennis courts and put in a fountain for people to use.

Jim asked the boards approval to purchase 2 or 3 kayaks to be rented out and to use in canoe class. The kayaks run around $300.00 each. The board approved this proposal.

Jim let the board know that the merry-go-round is going to be put back up in an open area in with the playground equipment.

The carpet has been installed in Cottage 2 and in the Gatehouse. Will start painting the gatehouse this week and then both will be ready to advertise to rent. Jim is going to check with Grace College to see if they are still interested in renting them for college students.

Larry Christner is suppose to meet with Jim Thursday to discuss the moving of the cottages by September 1st. Chris is for the moving of the cottages and she told the other members that they need to be thinking about it and how they feel. Cottage 2 needs sewage problem taken care of before it can be rented. The board may need to meet again in 1 or 2 weeks to discuss the moving of the cottages.

Brent Smith was present to see whether or not the skating association would be in the Quonset Hut. Chris told Brent that the Skating Association would not be back in the Quonset Hut. Chris said that she would follow up with a letter saying that they were done. She said that she sent one letter stating this fact already.

The gentleman who has been feeding the ducks over by the lodge was told on Tuesday by Malcom that he is not to feed the ducks and sea gulls any longer. The ducks and sea gulls are what caused our ecoli count to be too high and for the beach to be closed for 3 days. The Health Department also told us that there needs to be a diaper changing table to help with problems and the board agreed. It was discussed that the changing table should be put outside the womens restroom so that it could also be used by males.

Jim let Kari at Rookstool’s know that the cement work for the pier was completed and was ready for the pier to be installed.

Willa brought up that the Quonset Hut is such an eye sore for people from out of town. She wanted to know how long it would be before something could be done to the outside to make it look a little better. Jim said that he knows of a guy that could panelize the building which would seal it and also provide some insulation. Jim will check to see if there is still a chance for the town offices to go into the Quonset Hut.

Chris said that the Wednesday night soccer was going well in the park. She was also glad to see that other people were using the goals for their own use. The cones and goals have not been damaged by others using them.

Jim brought up the idea of the park being in charge of all the 4th of July activities. We already know that we need more games next year and to have some activities after the race instead of waiting until 1:00 p.m. Chris brought up the idea of Port-a-Pit chicken on the 4th and having a service at the lake. Board needs to decide when to have the race next year since the 4th will be on Sunday. Jim will check with Dane to see when he is having the fireworks.

The 5K went well. Some people said it was too slow in getting the trophies out and then others thought it went well. Jim suggested using the big clock from Grace next year so people would see their times. We need someone at the finish line giving out times. Chris said that she will check about a computer system for the race and having numbers. It was decided that we would not have white shirts again. More people liked the colored shirts that we have had in the past. The results will be turned into the paper this week and a letter to the Editor thanking all the volunteers and people who gave donations.

Chris said that the YMCA has dropped the kids Trialothon and thought it would be a good idea for the park to pick it up for next year. Jim is going to check on a sponsor for this event.

It was made public to the board that Daltons made a $500.00 donation to the park this year.

Jim is suppose to have bids tomorrow for some work to be done at Southtown Park from Marshall Crawford. The bids will be for dirt and a concrete pad for the pavillion. The gentleman will also donate some of his time on Saturday afternoons to help plant, seed, and do the dirt.

The board decided that the Quonset Hut will be used for boat storage this winter and that Terry Howie will remain in the back part of the building. Jim will get the building measured to see how much room there is and then a price needs to be decided upon for the rent of the boats.

It was moved and voted that Lora Golden will no longer be needed as of August 31st, 1998. Jim will with Grace College tomorrow about renting the cottages and will check with Brent to see if the Lodge will be ready to be rented also.

The next Parkboard meeting is set for Monday, August 3, at 7:00 p.m.


June 8, 1998

Those present for the meeting were Chris Boyd, Quentin Rupe, Willa Henry, Larry Kristner, Jim LeMasters and Peggy Lesley.

The design for the Firecracker 5000 was chosen and voted on by the board. The design chosen was the running shoes. This will go on the 5K shirts and be used for any advertising.

Walkers for the 5K will register at a separate table. We will also have a table for the people who have preregistered and then another table for those who are running the 5k, but still needed to register. Walkers will be given a small flag to carry as they come across the finish line so we will know not to count their times. Alicia will get us the small flags.

It was agreed that for the 4th of July activities that we would have a starting time of 1:00 p.m., but that we would not advertise the ending time on the games.

Alicia West and Pam Carroll were present from the publicity committee for the 4th festivities. Alicia will check with Mary to see if the donation from Danek has been received, and then she will check with Danek to see if the logo for the back of the shirts is the correct. One. Alicia will order the shirts this week and get them out to Robert’s signs for the printing.

Jim is waiting on the permit from the state which was to be faxed last Friday which was June 5th, so that the cement work up to the pier could be done.

Jim Swanson will be looking at the Gatehouse and Cottage 2 since they are both empty, to see if Grace would be interested in renting them for housing for college students. Gatehouse is on the list to be painted and screens to be replaced in the windows that are missing.

The board decided that they need to look at what to do with the outside of the Quonset Hut as well as the inside. Jim will set down with Brent for capital project. The Board did decide that the water inside the building for skating is not good for the future of the building. The board voted unanimously to not renew the lease with the Skating Association. In the fall, the building will be used for boat storage and until there is a definite decision on the future of the building.

It was brought to Jim’s attention that the lights at the tennis courts were not coming on until late and that the box where the wires come in should be looked at. Jim will check on both of these matters.

Auction is set for July 25th for the Town. The park is getting items that are no longer needed ready for the auction as well.

The Park Board will check with the State Representative to see if there is any money available that could be used for the Quonset Hut.

Jim reported that we have two Teen 2000 workers this year. He is looking into some of the jail inmates doing some of the painting needs to be done this summer at the park.

Jim will get a quote on the dirt that is needed for Southtown Park. Jim will contact Nick Wallenga about building the pavilion at the Southtown Park as well. The park has 90 bushes too many at Southtown and will sell them for $156.00 each.

Jim has called Rookstool but has not heard from them regarding the pier. Jim will call Tim Kelty again tomorrow about the permit and where the grant is at. ‘

Larry talked to Brent about moving the cottages to make them lake front properties. They would be placed on the other side of the Lodge. Would be in the 5-year plan. The state would have to be notified to see how far away from the water they would have to be placed. Chris wants Larry to pursue the project. I was brought up that maybe they could be moved even sooner that 5 years.

Chris asked the other board members if it was OK for soccer to be played at the park in the evening. The field would be marked off and their own goals would be brought in. This was OK with the board.

It was mentioned that the park needed to look at the baseball field that is on the park grounds and whether to leave it or remove it.

Meeting was adjourned at 9:10. The next meeting will be held on Tuesday, July 7th at 7:00 p.m.


May 1998

Minutes of the Meeting

The meeting was called to order by President Chris Boyd.

The first order of business was to open the bid submitted by Rookstool Pier Shop. The Board unanimously accepted the $30,000 bid to install the new pier. The bid will be awarded to Rookstool upon approval of the Board’s permit. Jim LeMasters stated the permit should be approved by May 18th. Jim says the pier will be in!

There is $6,000 left from the grant. This will be used to do the concrete work for sidewalks, etc.

Some of the old pier sections which are still in good shape will be used at the lodge and the cabins.

Jim LeMasters says shrubs are ready for planting at the Southtown Park (waiting for good weather). Jim also stated that Nick Walenga should be contacted about a proposal for the pavilion at the park as well. No name for the park has been determined as yet.

The fireworks are now scheduled for Friday evening, July 3rd instead of Saturday, July 4th. The closing event will be the orchestra performing patriotic music at 6:30-7:30 pm. Alisa West was instructed at an earlier meeting to redo the logo for tee shirts for the Firecracker 5000. The Board is waiting for the new logo.

Kiddie College wants to use the pavilion in May for activities. The Board voted to charge the normal rate of $150 for rent with the $85 refund.

It was decided to table Brian Smith’s Northern Lakes Ice Skating Association offer to do repair and painting on the Quonset hut until the June meeting.

The next scheduled meeting is June 1,1998.

March 2, 1998

Those in attendance were Chris Boyd, Willa Henry, Brent Wilcoxson, Jim LeMasters and Peggy Lesley.

Jim reported that he has 2 bids for trees for Southtown Park. Creative Gardens gave a bid of $11,300 - $13,200 depending on the size of the trees. Jurgenvoss gave a bid of $7,916 with a guarantee on the trees for one year and that they would fertilize the trees. They told Jim not to plant any trees until the middle of April. Jim had a bid last year from Sauders on trees for $14,000. Jim also told the board members that the student council needs a community project, so he has approached them about planting the trees when we are ready. Jim will check with Mike at the street department about digging a trench to plant the trees in.

Brent brought up the fact that no one had talked to Mr. Bibler yet about the name of the Southtown Park. Chris is to call Mr. Bibler this week to see if he wants his name on the park or not. Chris will inform the Town Council of his answer.

Brian Smith from the Ice Skating Association was present to give the board a form which he has signed about liability insurance. This form was drawn up by his attorney, Joann Colby. This is in response to the letter that the town had sent to Brian about his liability insurance running out. Brian was informed that other members of the association are to have one of these forms on file with the town office as well before doing anything in the Quonset Hut.

Chris reported that the pier is still in the works, but that Kerri Rookstool is on vacation. The amount on the pier has gone up from the original bid of $22,000 to $35,000. Chris is looking at offering $27,000 and then going up from there if necessary. The park still has an outstanding cost to Mr. McCleary, $5,000 to Murphy & Associates, and the cost of the cement work that will have to be done.

The pop machine is filled and the board decided to go with a bottle machine which will also include the sale of water and some juice. This was decided because it was brought up by the Pepsi man to Jim. Chris told Jim that he needed to return the pop machine keys to Mary.

Willa brought up the 4th of July plans. Brent said that the park is to have the game activities again this year. They are looking at a parade this year, planning to have it at the same location as last year, using the Chapel for first aid and information, and that the parking lots by the post office will be done by then. At the next Parkboard meeting, we will meet with the planning committee for the 4th of July festivities.

Brent is to contact the street department about the pot holes that will need to be filled for the course for the 5K run.

Peggy reported that Noel Howett, Mandy Sawyer and Summer Boyd are definitely returning this summer. The classes are to be set by the end of March, the programs are to be printed by the second week of April if not before, and passed out to the schools by the end of April. (Hopefully)

Jim reported that the sea wall in front of the lodge needs repaired. A concern about one of the cottages was brought up. Chris is to check the leases and then let Lora Golden know if she needs to be checking for damages and on the upkeep of the cottages.

The Cancer Society contacted Chris about having the duck float in the creek again this year in May. All was in agreement that it would be fine to do that.

Daltons is planning on using the park this year and even if they don't, the park can still receive some sand.
