Unofficial Minutes September 1, 1998 6:00 p.m. Winona Lake, In Town Hall Present: Lisa LeMasters, Jim McCleary and Tim Kelty. No quorum present. No official business transacted. Mr. Kelty explained to the members present the reasons that the grant application for a HDF grant was rejected and the possibility of improving the application for reconsideration. Also discussed was the possibility of reapplying for a HOME grant which may prove easier to obtain. This is the same grant that th WHA has previousely procurred. Meeting adjourned at 6:30 p.m. Submitted by: Lisa LeMasters, Secretary October 6, 1998 6:00 p.m. Winona Lake, Town Hall Present: Lisa LeMasters, Jim McCleary and Bob Murphy. No quorum present. No official business transacted. Mr. Murphy explained that there was a problem with paper work concerning a change in acceptable forms concerning the WHA. He stated that his office would complete the necessary changes in the amount of time allowed to keep the Housing Authority Grant application active for consideration. Submitted by: Lisa LeMasters, Secretary Minutes of May 20, 1998 The Winona Lake Housing Authority met at the Community Center at 6:00 p.m. The purpose of the meeting was to receive and evaluate proposals submitted from parties interested in administering the Housing Development Fund Program Grant for Winona Lake, Indiana. Those in attendance were Jim Zielasko, president, Jim McCleary, member and Lisa LeMasters, secretary. Only one bid was submitted as of the 4:00 p.m., May 20, 1998 deadline. This was submitted by Mr. Robert P. Murphy and Associates. Mr. Murphy was present and provided members with information concerning services supplied and cost involved in his office administrating this grant. A motion was made to recommend to the Winona Lake Town Board that Mr. Murphys services be retained in this capacity. The motion was seconded and carried by voice vote. Recommendation will be made to the Winona Lake Town Board on Tuesday, May 26, 1998, at 7:30 a.m. The board also approved of a leaflet printed to be distributed in strategic public offices providing information for housing consumers regarding discrimination and fair housing laws. Meeting was adjourned at 6:40 p.m. Respectfully submitted, Lisa LeMasters Minutes of May 13, 1998 The Winona Lake Housing Authority met at the Community Center at 6:00 p.m. The purpose of the meeting was to hold a public hearing concerning the possibility of applying for a housing rehabilitation grant. Members present included: James Zielasko, President; James McCleary, member; Don Fluke, member; and Lisa LeMasters, Secretary. President Zielasko called the public hearing to order at 6:05 for the purpose of receiving input from the public. Mr. Zielasko asked Robert Murphy to explain the proposed application. Mr. Murphy explained that the housing grant received in 1996 has been completed and the "monitoring" by the Indiana Housing Finance Authority has been completed. A letter of monitoring results will be sent to the Town in the next few weeks. Murphy believes that everything is okay. Murphy continued that the 1996 grant required all problems in the houses to be corrected. The new proposal will allow homeowners needing only a roof or furnace (etc.) to receive assistance without undertaking major repair to their home.
